Filler levels are represented by smaller cardboard boxes, and are randomized per player. You will only recieve levels from venues where all stations and foods are unlocked (upgrade levels don't matter).

Milestone levels are the same for everyone! Each event, three milestone levels will be used and can award you Boosts, Gems, Piggy Banks, and even Decorations!
