Outside of his random appearances, you can call the Wishelin Inspector to your desired venue in the Wishelin Star Rating screen (tap on red Wishelin star under the venue at the Map Screen) or in the Signature Dish tab of the Prep Kitchen -- at the modest cost of some Gold.
A timer will then appear at the Map Screen for reference. Just make sure that you do not miss out on him!
Once you've summoned the Wishelin inspector, open the venue and scroll until you see the episode to replay, marked with the red Wishelin star:
