You can either use "hip-fire" or "aiming" modes, when hunting fish. 

In "hip-fire" mode the arrow shoots randomly somewhere inside the cross (size of the cross decreases when you upgrade weapon's Accuracy), while 

In "aiming" mode the arrow will shoot directly in the cross' center (movement of crosshair reduces with the Stability upgrade).
