Nori Minori is a golden VIP Prep Recipe character you unlock at Fame Tier Level 9.  Once unlocked, Nori Minor's prep recipe (Caviar Toro Sushi) can be prepped and equipped like any other recipe.

Nori's Recipe takes 8 hours to prepare and, when actively used, grants the following boosts:
