Enchantments upgrade your hero's ability to use weapons and armor.  No matter what you equip, your ability to use that item remains upgraded.  The maximum you may upgrade is dependent upon your level.

To increase the rating of the equipment itself, use ReForge.  To add special enhancements to the item, use Upgrade.
